Project location

The Port of Hastings is located on the shores of Western Port, approximately 70 kilometres south-east of Melbourne.

The Victorian Renewable Energy Terminal is proposed at the Old Tyabb Reclamation Area (OTRA) and the adjacent marine area. The OTRA is a 25-hectare land area located in the existing port precinct between the Esso's Long Island Point jetty and the BlueScope Steel wharves.

Identifying a suitable port  

Ports are critical enabling infrastructure in the offshore wind supply chain, and there is no existing port in Victoria capable of supporting the offshore wind sector, as offshore wind terminals require heavily reinforced pavement, and a large site adjoining or near deep water shipping berths.

The Victorian Government  has undertaken an assessment of potential location to build the Victorian Renewable Energy Terminal.

The Port of Hastings presents the most suitable location to meet the requirements of the facility and is located closest to the offshore wind zones in Gippsland compared to other suitable ports. Other ports may have a role to play in supporting the offshore wind sector.

The Terminal will play a key role in Victoria’s drive to reach net zero emissions while providing the State’s transport network with enduring benefits beyond offshore wind projects.

Existing shipping channel

A naturally wide and deep channel that provides the required channel capacity to manage specialist vessel movements.

Close to the offshore wind zones

Closest Victorian port to the Gippsland offshore wind zone, reducing sailing times, improving logistics and project efficiency, reducing supply chain risks and minimising the impact of weather on the construction program.

State owned asset

Providing certainty and dedicated enabling infrastructure to establishing this new industry.

Reduced carbon footprint

Being the closest port to the Gippsland offshore wind zones means the carbon footprint of vessels moving between the offshore wind area and the port will be lower, as the travel distance and time will be shorter.

Activating local industry in Western Port

Potential to attract supporting industry to the land surrounding the port, which is appropriately zoned and close to industries and a large workforce.

The Old Tyabb Reclamation Area (OTRA) site has the advantage of a large storage area adjacent to Western Port Bay.

Single port solution

The Port of Hastings is the only location in Victoria that can operate as a single-port solution to support offshore wind, meeting all construction and assembly requirements for offshore wind developers.

The Old Tyabb Reclamation Area (OTRA) site

The site is located to the southeast of Melbourne, approximately 70 km from the Melbourne CBD, and 2.6 km northeast of the centre of Hastings.

It is situated in an already industrial precinct between BlueScope’s steel manufacturing plant, Esso’s Long Island Point fractionation plant, at the Old Tyabb Reclamation Area (OTRA) and the adjoining Western Port Bay.

The OTRA site borders the Western Port Ramsar site, an area identified to be of international importance, particularly to waterfowl habitat. The Ramsar site extends across the Western Port area which is connected to Bass Strait by a wide channel between Flinders and Phillip Island, and a narrow channel between San Remo and Phillip Island.

Based on the preliminary impact assessments undertaken to date, the project is unlikely to have any material impact on the broader ecological character of Western Port.  For more information about the environmental assessment process underway visit our environmental and field studies pages.
